Ho Chi Minh City has just approved a list of 28 out of 30 land plots planned for pilot projects, with a total area of over 750,600 m2.
According to the resolution, the approved land plots are distributed across many wards and communes in the city, mainly concentrated in the South and East. Specifically, in Phu Thuan ward, there are four projects: Tan Phong commercial apartment building, New Sun complex apartment complex, Phu My high-rise apartment complex, and Lux Star project.
In Hiep Binh ward, there are also four projects included in the list: Thu Duc high-rise complex housing area, Opal Riverview residential area, Road 27 high-rise apartment complex, and Cienco 60 Complex project. Tan Thuan ward has three land plots: Thanh Yen complex; Thien Ha complex; and Tan Thuan Dong commercial and service housing complex project.

In the western area, the city approved the Tan Kien mixed-use high-rise apartment and commercial/service complex (Tan Nhut commune), the Hoang Long residential area (Ba Diem commune), and the Yen Phuong housing area (Xuan Thoi Son commune).
Thu Duc ward has a housing project on a land area of over 29,000 m2, while Phuoc Long ward has the Opal City project, a commercial/service area combined with apartments in Cat Lai ward, and the Lang Toi housing area (An Khanh ward). The remaining wards, including Cat Lai, Phu Thanh, Tang Nhon Phu, Long Phuoc, An Lac, Linh Xuan, and Tan Hung, each have one land area.
The city requires the implementation of pilot projects to be conducted openly, transparently, ensuring effectiveness, feasibility, and timely completion, especially in wards and communes that have registered many projects.
With the approval of an additional 28 land plots in this phase, Ho Chi Minh City now has 182 land plots included in the list for pilot projects, with a total area of nearly 14.2 million square meters, supplementing the housing supply for the market. In the coming time, the city is continuing to review eligible land plots to add to the pilot list, thereby creating a more legal basis for businesses to implement commercial housing projects, contributing to resolving land-related issues and increasing supply for the market.
According to Resolution 71 of the National Assembly, investment in commercial housing is permitted through agreements to acquire land use rights or on land plots that investors already have the right to use. The scope of land transfer and change of land use purpose is also expanded to include many types of land if it is consistent with the local housing development plan and planning.
